We understand that all those public displays of non-official, ie that belong neither to the State, or structure, or their bodies or any other body of the General Administration, regional or local.
This phenomenon is repeated invasion or contamination of those events that civil society organizations and projects by government representatives who were given wrong or they themselves are assigned roles that do not correspond to the morphology of an event that is outside . They are the hosts, but in any event, the guests of honor or simply prominent guests, but it seems that they are presiding at an event or highlighting their own, which they themselves had organized.
Sometimes inexperience, lack of knowledge or decision of the organizers of these events allows the invasion of authorities, others accepted situations justified by the doctrine of lesser evil.
